Allotments
There are two allotment gardens run by the Parish Council in Shepley and Grange Moor. The main requirement of becoming a tenant, is residence within the Parish Council area. For further details, please contact the Clerk.


Shelley Village Hall
The Parish Council owns the Village Hall, which it leases on a long-term basis to Shelley Community Association. Improvements are currently underway in
co-operation with the Community Association.

Queen’s Diamond Jubilee Grant
The Parish Council has made available a one-off grant of up to 500 pounds to support village celebrations. Please download a form from the Grants Page.
Deadline for return of completed forms is 2pm on Monday 26th March. Late applications will be declined.

ELECTION TIMETABLE

Kirkburton Parish Council represents the villages of Farnley Tyas, Flockton, Grange Moor, Highburton, Kirkburton, Kirkheaton, Lascelles Hall, Lepton, Shelley, Shepley, Stocksmoor & Thurstonland. The business of the Council is controlled by the Chairman, who is elected annually. This year's Chairman is Cllr Sharon Dunford representing the ward of Lepton.
Parish Council meetings normally take place on the first Thursday of each month, with the exception of May (due to local council elections). Council meetings covering mainly planning and general purpose issues usually take place on the third Thursday of each month, except for May, August and sometimes December.
Committee meetings are called as and when required.
Public Question Time
There is a session set aside before the start of each Parish Council meeting at 7.30 pm when members of the public may address the Council on any issue, over which it has a power. If the matter has not been considered by the Council previously, it may undertake to include it on a future agenda to consider the issues brought to its attention.

Council Minutes
The minutes are made available at the libraries of Kirkburton, Kirkheaton, Lepton and Shepley. Agendas are available 3 days in advance of the meeting at the above libraries and are also put on the noticeboards situated in Flockton, Grange Moor, Kirkburton, Shelley, Shepley, Stocksmoor and Thurstonland, in the post offices in Flockton and Grange Moor and on the noticeboards at Highburton Village Hall and Shelley Village Hall.
Copies of the agenda for the forthcoming meeting and copies of the minutes of previous meetings can be obtained from the Clerk either by email (free of charge) or by post (at a cost of 10p per sheet). It is also possible to make photocopies in the library (at the usual library charge).

The Parish Council area covers two parliamentary constituencies – Wakefield and Huddersfield, whose Members of Parliament are Mary Creagh and Barry Sheerman respectively. Council Dog Fouling Initiative

The Parish Council has set up a new Working Party to work on a new initiative aimed at reducing this problem, which is prevalent throughout the whole of the Parish.
Waste bag dispensers are to be purchased and installed in problem areas and a publicity campaign is to be waged, encouraging dog owners to act responsibly.
Have you any suggestions where a dispenser would be useful? Or have you any other ideas how we could address the problem?

PRESS RELEASE: Bag It And Bin It

Council Chairman Sharon Dunford:
The Chairman for 2011-12 is Cllr Sharon Dunford. She represents the Lepton ward and was first elected to the Parish Council in 2007.

On being elected to the post at the Annual Meeting she said, “I’m so pleased that all the Councillors who stood for re-election were returned by the electorate. This speaks volumes about how the communities have seen our achievements over the last four years and is the best accolade that we could have had. I’m sure that we all look forward to serving our communities in the best possible way over the next four years.”

She would also like to encourage the public to contact the Council with any ideas for future projects and to take an active role in the work of the Council. “I’m sure the new Councillors will also join with me in supporting the local communities in whatever way we are able to.”

Planning Issues
The Parish Council considers each and every planning application within the Parish Council area. Members of the public are invited to put forward their views to the Council on applications affecting them (both positively and negatively). This can be done either in the Public Question Time, or privately either to the Clerk or one of the Councillors. If the Parish Council is aware of any issues affecting an application, they will be taken account of before the Parish Council agrees upon the comment to be submitted to Planning Services. However, the final decision is made by Kirklees Planning Services – either by delegated officers or at a Planning Committee meeting, depending on the application.

The Parish Council is also contributing its views and comments to the consultation procedures on the Local Development Framework.

Kirkburton Parish Council is the first in the country to take advantage of the new legislation, the Climate Change and Sustainable Energy Act 2006 which gives powers to promote microgeneration and energy conservation.
A key element of the plan is the annual provision of ten thousand pounds in the Parish Council budget to fund the installation of renewable technology and energy conservation measures in community buildings. This will ensure that a greater proportion of a building’s total energy use is served by micro-generation and also demonstrate even greater energy savings, reduced CO2 emissions and lower fuel bills.
