Allotments
There are two allotment gardens run by the Parish Council
in Shepley and Grange Moor. The main requirement of becoming
a tenant, is residence within the Parish Council area. For
further details, please contact the Clerk.

Planning Issues
The Parish Council considers each and every planning application
within the Parish Council area. Members of the public are
invited to put forward their views to the Council on applications
affecting them (both positively and negatively). This can
be done either in the Public Question Time, or privately
either to the Clerk or one of the Councillors. If the Parish
Council is aware of any issues affecting an application,
they will be taken account of before the Parish Council
agrees upon the comment to be submitted to Planning Services.
However, the final decision is made by Kirklees Planning
Services – either by delegated officers or at a Planning
Committee meeting, depending on the application.

The Parish Council is also contributing its views and comments
to the consultation procedures on the Local Development
Framework.
Shelley Village Hall
The Parish Council owns the Village Hall, which it leases
on a long-term basis to Shelley Community Association. Improvements
are currently underway in
co-operation with the Community Association.

Kirkburton Parish Council represents the
villages of Farnley Tyas, Flockton, Grange Moor, Highburton,
Kirkburton, Kirkheaton, Lascelles Hall, Lepton, Shelley,
Shepley, Stocksmoor & Thurstonland. The business of
the Council is controlled by the Chairman, who is elected
annually. This year's Chairman is Cllr John Hirst, a member
of the Conservative Party representing the ward of Lepton.
Parish Council meetings normally take place
on the first Thursday of each month, with the exception
of May (due to local council elections). Council meetings
covering mainly planning and general purpose issues usually
take place on the third Thursday of each month, except for
May, August and sometimes December.
Committee meetings are called as and when
required.
Public Question Time
There is a session set aside before the start of each Parish
Council meeting at 7.30 pm when members of the public may
address the Council on any issue, over which it has a power.
If the matter has not been considered by the Council previously,
it may undertake to include it on a future agenda to consider
the issues brought to its attention.

Newsletter/Annual
Report / Finances:
The Parish Council publishes a newsletter
entitled “One Voice” on a quarterly basis. These are distributed
throughout the Parish to the libraries, village halls, health
centres, some local shops, churches and public houses. Full
details of the outlets and copies of individual newsletters
can be obtained from the Clerk.
The Annual
Report is published by 30th June each year and is circulated
to the same outlets as the newsletter.
The Council's budget for the financial year 2009/10 can be

Council Minutes
The minutes are made available
at the libraries of Kirkburton, Kirkheaton, Lepton and Shepley.
Agendas are available 3 days in advance of the meeting at
the above libraries and are also put on the noticeboards situated
in Flockton, Grange Moor, Kirkburton, Shelley, Shepley, Stocksmoor
and Thurstonland, in the post offices in Flockton and Grange
Moor and on the noticeboards at Highburton Village Hall and
Shelley Village Hall.
Copies of the agenda for the forthcoming
meeting and copies of the minutes of previous meetings can
be obtained from the Clerk either by email
(free of charge) or by post (at a cost of 10p per sheet).
It is also possible to make photocopies in the library (at
the usual library charge).

Council area falls into three Kirklees wards: Almondbury
(Parish Council ward of Lepton), Dalton (Parish Council
ward of Kirkheaton) and Kirkburton – the remainder of the

The Parish Council area covers two parliamentary constituencies
– Wakefield and Huddersfield, whose Members of Parliament
are Mary Creagh and Barry Sheerman respectively. However,
this will change when the next boundary changes come into
effect at the time of the next General Election. Click below

The Council's New Chairman is John
Hirst
It has been a great honour for me to be elected as Chairman
for the forthcoming year and I am very mindful of the trust
and confidence the Council has placed in me. We are moving
into the year from a very strong base, thanks to the hard
work of everyone last year. Projects such as an assured
future and stability for Shelley Village Hall, the continued
upgrade and repairs of Kirkheaton Churchyard and Grange
Moor Allotments are among several major activities we are
working on.
We are hoping that we can attain "Quality Status"
this year. A marque of excellence for the council and its
operation. Thanks to the sterling work of our events team,
we will once again be at Honley Show, with our colleagues
from the Holme Valley and our highly successful Environmental
Fayre is happening again in September.
Finally, a personal project of mine is that I will be working
towards staging the first of what I hope will be many accredited
Farmers Markets in the parish.
I look forward to a positive, busy and fruitful year ahead.

Kirkburton adds colour to the villages
Every summer, we all welcome a splash of colour in our villages
to brighten things up and Kirkburton Parish Council can
always be relied upon to provide some in the form of hanging
baskets.
The Parish Council has been providing hanging baskets in
its villages for over 20 years now and this year supplied
96 baskets in 11 villages. The most recent village to be
added to the list was Stocksmoor where 10 new baskets were
provided in Station Road, Cross Lane and Fulstone Road for
the first time last year.
Cllr Robert Barraclough, Chairman of the Parish Council,
said “It’s just a small thing the Parish Council can do,
but I do think it makes a difference in our villages. It’s
surprising how many people comment on them. And Bradley
Nurseries provide us with a terrific service over the summer,
coming out most days to water them.”
Kirkburton
Parish Council is the first in the country to take
advantage of the new legislation, the Climate Change and
Sustainable Energy Act 2006 which gives powers to promote
microgeneration and energy conservation.
A key element of the plan is the annual provision of ten
thousand pounds in the Parish Council budget to fund the
installation of renewable technology and energy conservation
measures in community buildings. This will ensure that a
greater proportion of a building’s total energy use is served
by micro-generation and also demonstrate even greater energy
savings, reduced CO2 emissions and lower fuel bills.
