Allotments
There are two allotment gardens run by the Parish Council in Shepley and Grange Moor. The main requirement of becoming a tenant, is residence within the Parish Council area. For further details, please contact the Clerk.



Planning Issues
The Parish Council considers each and every planning application within the Parish Council area. Members of the public are invited to put forward their views to the Council on applications affecting them (both positively and negatively). This can be done either in the Public Question Time, or privately either to the Clerk or one of the Councillors. If the Parish Council is aware of any issues affecting an application, they will be taken account of before the Parish Council agrees upon the comment to be submitted to Planning Services. However, the final decision is made by Kirklees Planning Services – either by delegated officers or at a Planning Committee meeting, depending on the application.
The Parish Council is also contributing its views and comments to the consultation procedures on the Local Development Framework.

Shelley Village Hall
The Parish Council owns the Village Hall, which it leases on a long-term basis to Shelley Community Association. Improvements are currently underway in
co-operation with the Community Association.

Kirkburton Parish Council represents the villages of Farnley Tyas, Flockton, Grange Moor, Kirkburton, Kirkheaton, Lascelles Hall, Lepton, Shelley, Shepley, Stocksmoor & Thurstonland. The business of the Council is controlled by the Chairman, who is elected annually. This year's Chairman is Cllr Geof Hickey, a member of the Green Party representing the voters of Kirkburton.
Parish Council meetings normally take place on the first Thursday of each month, with the exception of May (due to local council elections). Council meetings covering mainly planning and general purpose issues usually take place on the third Thursday of each month, except for May, August and sometimes December.
Committee meetings are called as and when required.
Public Question Time
There is a session set aside before the start of each Parish Council meeting at 7.30 pm when members of the public may address the Council on any issue, over which it has a power. If the matter has not been considered by the Council previously, it may undertake to include it on a future agenda to consider the issues brought to its attention.

Newsletter/Annual Report:
The Parish Council publishes a newsletter entitled “One Voice” on a quarterly basis. These are distributed throughout the Parish to the libraries, village halls, health centres, some local shops, churches and public houses. Full details of the outlets and copies of individual newsletters can be obtained from the Clerk.
The Annual Report is published by 30th June each year and is circulated to the same outlets as the newsletter.


Council Minutes
The minutes are made available at the libraries of Kirkburton, Kirkheaton, Lepton and Shepley. Agendas are available 3 days in advance of the meeting at the above libraries and are also put on the noticeboards situated in Grange Moor, Kirkburton, Shelley, Shepley, Stocksmoor and Thurstonland, in the post offices in Flockton and Grange Moor and on the noticeboards at Highburton Village Hall and Shelley Village Hall.
Copies of the agenda for the forthcoming meeting and copies of the minutes of previous meetings can be obtained from the Clerk either by email (free of charge) or by post (at a cost of 10p per sheet). It is also possible to make photocopies in the library (at the usual library charge).

Public Question Time
There is a 15-minute session set aside before the start of each Parish Council meeting from 7.30 to 7.45 pm when members of the public may address the Council on any issue, over which it has a power. If the matter has not been considered by the Council previously, it may undertake to include it on a future agenda to consider the issues brought to its attention.

Kirkburton Parish Council won the Best Region Award at the British Renewable Energy Awards on the 19th June. Our Parish Chairman Geof Hickey went to collect the Award at
an event at the Cafe Royal in London.
The Award is given to the initiative or policy by local authorities or
regional agencies to encourage take-up of renewable energy. We were up
against some stiff competition. Other nominees included the London
Climate Change Agency, One North East, Renewables East and Future Energy
Yorkshire so we were particularly pleased to come way with the Award.

Kirkburton Parish Council is the first in the country to take advantage of the new legislation, the Climate Change and Sustainable Energy Act 2006 which gives powers to promote microgeneration and energy conservation.
A key element of the plan is the annual provision of ten thousand pounds in the Parish Council budget to fund the installation of renewable technology and energy conservation measures in community buildings. This will ensure that a greater proportion of a building’s total energy use is served by micro-generation and also demonstrate even greater energy savings, reduced CO2 emissions and lower fuel bills.
